Road haulage cabotage in France: a brief overview

Road haulage cabotage is the right of a road haulier based in one European Union or European Economic Area member state to conduct domestic transport activities in another member state.

Road haulage cabotage must be temporary.

This activity requires the prior completion of an international transport operation.

When the prior international transport is to France, road haulage cabotage is authorized, after complete unloading of the goods having been the subject of the international transport, within the limit of three operations on French territory. These three cabotage operations must be completed within seven days of unloading the goods that were the subject of the international transport.

When the prior international carriage is not headed for French territory, only one cabotage operation may be carried out on French territory, within three days of the vehicle entering France empty. This cabotage operation must be completed within seven days of unloading the goods which were the subject of the international transport.

In addition, a four-day waiting period must be observed between two periods of cabotage with the same vehicle in France.

Violation of road haulage cabotage rules may result in immobilization of the vehicle, one year’s imprisonment, a fine of 15.000 euros, and a ban on carrying out transport operations or having them carried out on French territory.
